Survey Results interpretation

Hello:  i would like results interpretation guidance. I have a senior leader’s pulse survey results that indicate the following: 

1. the senior leader has 2 top strengths and the 3rd is blank.  Why is that?  

2. At the bottom left-hand side of the dashboard, it says “7 questions excluded”.  What does that mean? the explanation in the rollover is not clear. 

2. On the results by question,  there is a bubble that shows low impact on items I thought had high impact based on the company results.  Why is this?
