How can I create an organizational template report to add to the Reports list?

Thanks for sending the article, however it still doesn’t answer how to create a template report to appear at the top in the Reports list and be used by the organization, so that the data populates based on the role assignment of each individual.
The article explains how to Crate a report that will be seen under Saved reports just by you. Even if you share it, the data shown would be based on the creator’s role, not on the viewer’s role.
Is my understanding correct?
